社会保险是社会保障制度中的核心组成部分,是当前我国社会保障制度改革的重点。而社会化问题又是社会保险制度中至关重要的问题。 一 湖南省社会保险制度改革始于1986年,国营企业职工养老保险由劳动部门所属的保险机构经办,集体企业职工养老保险由人保公司和劳动部门两家经办,失业保险由劳动服务公司承办。此外,人保公司还开办了计划生育养老保险、村干部养老保险、城镇区街小集体养老保险、乡镇企业职工养老保险、个体劳动者养老保险等,劳动部门也经办了类似养老保险业务。近年来,民政部门也在部分农村进行了农村养老保险的试点。到1991年底全省已有351.78
