风险就是各种不确定性结果中的不利结果发生的可能性及不利程度的大小。事件的不稳定性是指事件发生变异的可能性及变异程度，事件的不确定性是指事件变异的不确定性。“事件不确定性”中的“事件”指的是事件的结果。不稳定性指事件本身的不稳定性，不确定性是指事件的结果不确定。不稳定性与不确定性是两个不同层次又相联系的概念，不稳定性是因，不确定性是果。
Risks are the magnitude of the likelihood and magnitude of the adverse consequences of the various uncertainties.
