为协调生态环境与城市发展失衡这个突出矛盾,以“海绵城市”这个形象的名称和思路对永川区城市建设进行研究,试图引入新型雨洪利用管理理念,将雨洪蓄渗工程的弹性结合城市建设中的绿地、房建等设计,使得永川成为如海绵一般有弹性的综合体,可以轻易应对大的洪水,不易内涝,同时对城市的景观进行特别设计,实现雨洪资源利用价值最大化,发挥“海绵城市体”功能,实现资源、生态与城市建设三赢目标。
