长期以来,我国事业单位实行全国高度统一的工资制度,这种制度难以体现不同性质、不同职能、不同类型的事业单位的特点,缺乏利益动力,缺乏自主分配的权力,缺乏有效配置人才资源的调节能力。随着改革的不断深入,迫切需要进一步改革事业单位工资制度,建立符合事业单位特点、体现岗位绩效和分级分类管理的收入分配制度。
For a long time, the institutions in our country have implemented a highly unified wage system throughout the country. Such a system can hardly reflect the characteristics of institutions of different nature, functions and types. They lack the motivation for profit, lack the power to distribute autonomously, and lack the effective allocation of personnel resources ability. With the continuous deepening of reform, there is an urgent need to further reform the wage system in public institutions and to establish a system of income distribution that is in line with the characteristics of public institutions and reflects the performance of posts and the classification and management of posts by categories.
