自然灾害的本质属性是社会问题。贫困农村和社会处境不利的妇女儿童脆弱群体，遭受自然灾害的危害最大。为最大限度减少人员伤亡和财物损失，把死亡、伤害和直接经济损失这三个相关因子的数目，应用对数函数和线性函数理论，折算成完整的规范化指数来作为妇幼卫生服务灾害损失的定量指标进行计算分析，其方法简单易行
