中国共产党第十五次全国代表大会为下个世纪我国的经济体制改革指明了方向。江泽民同志在十五大报告中指出:我国在一个相当长的历史时期将处于社会主义初级阶段;社会主义公有制有多种实现形式,而且一切符合“三个有利于”的所有制都应该用来为社会主义服务;建立“产权清晰,权责明确,政企分开,管理科学”的现代企业制度是国有企业的改革方向。依据十五大精神,联系我国卫生事业改革的实践,我们应该怎样构建下世纪我国卫生改革的总体思路?这里,在回顾过去十五年卫生防疫部门改革的基础上,提出目前存在的主要问题,并就未来防疫部门的改革谈谈自己的看法。
The fifteenth National Congress of the Chinese Communist Party pointed out the direction for China’s economic system reform in the next century. Based on the spirit of the 15th National Congress of the Communist Party of China, and in connection with the practice of the reform of China’s health care, how should we construct the overall thinking of China’s health reform in the next century? Here, on the basis of reviewing the reform of the health and epidemic prevention departments in the past fifteen years, we present the major problems that currently exist. And talk about the future reform of the epidemic prevention department.
