融资问题是公共租赁住房建设的核心问题之一,本文通过将REITs嵌入双实体项目融资结构,以公租房项目的政府土地出让金成立专项补贴基金补贴公租房承租者,来平衡政府、承租人、REITs投资者三方利益,达到为公共租赁住房提供持续稳定融资的目的。
The financing problem is one of the core issues of public rental housing construction. In this paper, REITs are embedded into the financing structure of the dual-entity project and the subsidized public housing tenants are subsidized by government subsidies for public rental housing projects to balance the government, lessee, REITs investors tripartite interests, to achieve a sustained and stable financing of public rental housing purposes.
