新疆巴音郭楞蒙古族自治州人民医院座落在天山南麓塔里木盆地边缘的新兴石油城——库尔勒市。该市创建于1954年,占地面积7.1万平方米,建筑面积5.03万平方米。现有职工近800人,开放床位570张。经过40年的艰苦创业,已成为一所集医疗、教学、科研、预防、保健、康复于一体的综合性医院。 改革开放以来,特别是新的领导班子自1991年上任以来,锐意改革,勇于开拓,把院有重点、科有特色,提高医疗技术水平,增强医院的整体实力作为开拓、发展的重要内容。以目标管理为主线,以达标上等创建等级医院为目标,以标准化管理为基础,以质量考评为核心,出台了一整套改革措施,使医院发生了前所未有的变化,增强了医院的活力和凝聚力,医院工作进入了一个新的时期。 改革是医院发展的内在动力。在政府部门投入没有增加的情况下,改革的3年中迈出了三大步,与改革前的1991年相比,
