(Adopted at the Twenty-Fourth Meeting of the Standing Committee of the 15th Suzhou Municipal People’s Congress on December 25, 2015 Approved by the Twentieth Meeting of the Standing Committee of the Twelfth People’s Congress of Jiangsu Province on January 15, 2016) Chapter 1 General Provisions Article 1 These Regulations are formulated in accordance with the relevant laws and regulations and in the light of the actual conditions of the Municipality in order to promote the development of the rail transit industry, standardize the management of rail transit, safeguard the safety of rail transit, and safeguard the legitimate rights and interests of all parties involved in rail transit. Article 2 These Regulations are applicable to the planning, construction, operation and related management activities of rail transit within the administrative regions of this Municipality. In the administrative area of the municipality, the planning, construction and operation of rail transit connected with other provinces and municipalities as well as its related management activities shall be conducted separately by the state and the province
