对外宣传是党的整个宣传战线的重要一翼。中央1990年12月发出的《关于加强和改进对外宣传工作的通知》中说,对内宣传和对外宣传是一个统一的整体,它们的总方针是一致的,两者要互相配合,互相支持。
Foreign propaganda is an important wing of the party’s entire propaganda front. The Central Committee’s “Notice on Strengthening and Improving Outreach Work” issued in December 1990 said that internal propaganda and external publicity are a unified whole, and their general principle is the same.
