公共图书馆的主管领导部门是当地文化局。特别是县(区)图书馆,“三权”都在文化局。文化局在某种程度上会对图书馆事业的发展起决定性的作用。看不到这一点,解决不好文化局与图书馆事业发展的关系,图书馆本身再怎么努力也不能很好地发展图书馆事业。因此,我认为在研究图书馆事业发展时一定要考虑文化局这个外部因素。只有处理好文化局同图书馆事业发展的关系,才能使公共图书馆事业健康发展。
The leading department of the public library is the local cultural bureau. In particular, counties (districts) libraries, “three powers” are in the Bureau of Culture. Cultural Affairs Bureau to some extent will play a decisive role in the development of the library. Do not see this, to solve the relationship between cultural bureau and the development of the cause of the library, the library itself, how hard not to develop the library well. Therefore, I think we must consider the external factors of Cultural Bureau when studying the development of library. Only by properly handling the relationship between the Bureau of Cultural Affairs and the development of the library cause can the public library cause develop healthily.
