海战场复杂电磁环境下,海战目标识别与打击法律限制规则面临“辨不明”的挑战;海战目标识别与打击中的权利义务要求更加严格;战场欺骗引发的法律适用问题更加广泛;海战目标识别与打击的人道问题更加复杂。但海战场复杂电磁环境本质上只是一种战场环境,并未改变海战目标识别与打击区分与均衡的基本要求,遵循此基本要求,建立各类“海上识别区域”是海战目标识别与打击法律限制规则应对海战场复杂电磁环境影响的法律策略。
