齐齐哈尔市卫生局在“三制一体,配套改革”的思想指导下,以公开招标选聘院长,优化医院经营管理者,真正实行院长负责制为契机,在科学测算的基础上,制定包括社会效益、经济效益、科研教学、事业发展在内的医院目标管理责任制和融自我发展、自我约束双重机制为一体的承包经营责任制。他们在探索医院双重机制,加强科学管理,完善医院经营制度方面迈出了可喜的一步。并为激励投标者“我要当院长”,使其在制定《治院方案》及签定《承包合同》中都能反映其理想、才能与开拓精神创造了良好外部环境的做法,使人耳目一新。本刊将从这期始从不同角度系统地报道他们的做法,供读者参考。
