村级卫生组织是农村三级医疗卫生网的基础。为了加强村级卫生组织建设,县政府批转了县卫生局《建瓯县农村卫生所管理条例》和《关于筹集农村卫生保健费的报告》的通知,规定了在全县各乡(镇)实行按行政村为单位筹集卫生保健费的办法,每年每人缴纳0.15～0.20元,由村委会上交各乡(镇)农卫协分会,由农卫协分会统筹安排,用于农村卫生所添置更新器械,乡村卫生人员的业务培训以及开展学术活动等。对村委会筹集来的卫生保健费,我们做到另主户头,专款专用,取之于民用之于民、各乡(镇)农卫协分会基本上用之于村卫生所的器械
Village-level health organizations are the foundation of the rural tertiary medical and health network.
