社会和谐是中国特色社会主义的本质属性,是国家富强、民族振兴、人民幸福的重要保证。最近闭幕的省委十一届十一次全会深入学习贯彻党的十六届六中全会精神,审议通过了《中共浙江省委关于认真贯彻党的十六届六中全会精神构建社会主义和谐社会的意见》,进一步明确了浙江构建和谐社会的指导思想、目标任务和主要举措。《意见》提出要“着力构筑和谐的发展格局、发展和谐的社会事业、建设和谐文化、培育和谐的社会关系、营造和谐的社会环境、构建和谐的体制机制,促进浙江省经济更加发展、民主更加健全、法制更加完备、文化更加繁荣、社会更加有序、生态更加优良、人民生活更加富足,经过全省上下的共同努力,力争到2010年全省基本实现全面小康社会的目标,到2020年努力使浙江成为社会和谐程度较高的先进省份,逐步形成全省人民各尽其能、各得其所而又和谐相处的局面”。构建和谐社会正庄严而紧迫地摆在全省各级政府和人民面前。我们要认真学习贯彻中央和省委全会精神,努力推进和谐社会建设步入一个新的高潮。时临岁末,各地都在总结开局之年的工作成效,谋划新一年的发展方略。在全省经济工作会议和省发展改革工作会议即将召开之际,本刊特辟专栏,以较大的篇幅,邀请市县发改委主任结合当地实际,围绕“落实科学发展观,构筑和谐发展格局”这一主题,畅谈今后一个时期的发展思路。

The Opinion proposes to “strive to establish a harmonious development pattern, develop a harmonious social undertaking, build a harmonious culture, foster harmonious social relations, create a harmonious social environment, build a harmonious system and mechanism and promote a more economical and democratic development in Zhejiang Province Improve the legal system more complete, more prosperous culture, more orderly society, more ecological ecology, people’s life more affluent, through the province’s joint efforts, and strive to achieve the province’s basic realization of the goal of an overall well-to-do society by 2020, to work hard Make Zhejiang become an advanced province with a high degree of social harmony and gradually form a situation in which the people of the whole province will do their best and each get the harmony it enjoys. ” Building a harmonious society is being solemnly and urgently placed before the governments and people of all levels in the province. We must conscientiously study and implement the spirit of the plenary session of the Central Government and the provincial party committees and strive to promote the building of a harmonious society to a new height. As we approach the end of the year, all localities are reviewing the effectiveness of the first year and planning the development strategy for the new year.
