政府主导的传统民生供给体制,以政府行政供给模式为主,社会组织在民生供给中的作用未充分体现。广州市W慈善会坚持全民公益、民生为本,推动政府与社会协同治理,发展政府、企业和社会组织共同参与的多元化民生供给机制,形成了“政府主导、社会参与、社工操作、义工协助、民生受益”的新型民生供给模式。本文从民生责任主体、民生保障对象、民生供给内容三个方面分析了这种民生供给模式对于当前加强和改善民生建设、创新社会治理体制的启示意义,提出引入第三方治理和新公共管理政策工具,发展多元化民生供给机制,构建多重民生保障体系和多重社会安全网。
