The International Commission on Irrigation and Drainage (ICID) is a non-governmental international scientific and technological organization that aims to promote and improve the development and technology application of irrigation, drainage, flood control, river training and environmental management in the technical, economic, social and environmental fields, as well as modern Research on Technology Application. In recent years, extensive discussions have been held on the future of the dam on a global scale. This discussion is mainly caused by environmental problems and immigration issues involved in the construction of new reservoirs. Based on these discussions, the ICID clarified its position and then drafted a thematic report entitled “The role of dams in irrigation, drainage and flood control”, almost unanimously adopted by the ICID Committee. The key points and conclusions in the thematic report are described. ICID intends to take further steps to find solutions to the sustainable development of the dam and to introduce the improvements made in the decision-making process
