突发事件会给城市及其周边地区造成不同程度的影响。当前,很多城市仍然面临突发事件的威胁。因此,构建科学高效的突发事件应急管理机制,高度重视事前防范、事中处置、事后恢复及全过程保障,对维护城市的稳定和谐健康发展、保护市民的生命财产安全,具有重要的现实意义。
