在对抗性警务活动中,警察很容易发生伤亡。作为执法安全理念的重要内容,对战术撤退意识的灌输和合理运用有利于提高特殊警务活动的成功率和减少民警在对抗性较强的警务活动中的伤亡率。但目前由于各种原因,战术撤退在实际执法中并没有得到有效应用。只有完善立法,加强宣传和舆论疏导,建立科学的激励机制,并加强实战培训,才能真正强化民警的战术撤退意识,预防和减少不必要的伤亡。
Police are vulnerable to casualties in confrontational police operations. As an important content of law enforcement safety concept, instilling and rational use of tactical retreating awareness is conducive to improving the success rate of special policing activities and reducing the casualty rate of civilian police in policing activities with strong resistance. However, due to various reasons, tactical retreat has not been effectively applied in actual law enforcement. Only by improving legislation, strengthening propaganda and public opinion, establishing a scientific incentive mechanism and strengthening training in actual combat can we truly strengthen the awareness of tactical retreat by the police and prevent and reduce unnecessary casualties.
