遵守国际人道法的前提是了解它。国家负有传播国际人道法的主要责任,在和平时期和战时传播国际人道法,是《日内瓦公约》及其他国际人道法条约规定的缔约国的主要义务之一。但现实情况却不容人乐观,因此,在《日内瓦公约》通过60周年之际,重温国家在传播国际人道法方面的义务和回顾国际社会在此方面的实践,有助于提高对传播在国际人道法执行中的作用的认识。
The precondition for compliance with IHL is understanding it. It is one of the main obligations of States parties to the Geneva Conventions and other treaties of international humanitarian law that they bear the primary responsibility for the dissemination of international humanitarian law and the dissemination of international humanitarian law in times of peace and wartime. However, the reality is not optimistic. Therefore, reviewing the state’s obligation to disseminate IHL and reviewing the international community’s practice in this regard on the occasion of the 60th anniversary of the adoption of the Geneva Convention will help raise the awareness on the international community Knowledge of the role of humanitarian law enforcement.
