1995年10月28日国务院发布了《信访条例》,这标志着信访工作适应建立社会主义市场经济体制的需要,开始步入了国家法制化的轨道。《信访条例》的颁布实施,为做好信访工作提供了法律保障,对进一步密切党和政府同人民群众的关系,保护信访人的合法权益,维护信访秩序,促进社会稳定,保证信访工作依法有序进行,具有十分重要的意义,同时也为建立信访工作法制化新格局奠定了基础。信访工作事关经济发展和社会稳定,是党和政府工作的重要组成部分。多年来,各级党委、政府及其信访部门通过信访渠道做了大量艰苦细致的工作,为密切党群关系、搞好经济建设、保持社会稳定做出了重要贡献。但由于多年来信访工作无法可依,因而在处理信访问题上往往存在着很大的随意性,致使信访工作在党和政府的工作中难以发挥出更重要的作用。一是有些领导对信访工作重视不够。如有些地区和部门的领导,平时对信访工作不关心、不过问,一旦遇到突发情况特别是大规模集体上访,便拿不出果断处理的措施,不敢正面接触群众,只把信访部门当作“救火队”推上一线,这种做法常常贻误战机,
