中间组织大量涌现是现代化进程必然伴生的现象,它为整合转型期超大型社会提供了新型的组织资源。然而,中间组织又是一柄“双刃利剑”,其功能具有正负两面性,“操”之不当,会带来消极后果。因此,必须双管齐下,既要发掘其正面功能,又要抑制其负面效应。在目前情势下,中间组织尚处于成长发育的“童年期”,发掘和抑制显然是不可以等量视之、平均用力的。要着力于发掘,又不能疏于防弊,需要厘定恰当的政策导向和开发措施。
The massive emergence of intermediate organizations is an inevitable phenomenon of the modernization process. It provides a new type of organizational resources for the integration of the super-large-scale society in transition. However, the middle organization is another “double-edged sword” whose function has both positive and negative sides. The improper “manipulation” can have negative consequences. Therefore, we must work together in a two-pronged approach, both to explore its positive function, but also to inhibit its negative effects. In the current situation, the intermediate organization is still in the “childhood” of growth and development. It is obvious that the excavation and suppression can not be treated equally and with an average force. To focus on excavation, but also neglect to avoid fraud, the need to determine the appropriate policy guidance and development measures.
