在开展抗旱保苗运动的同时,全省大部地区初步进行了防汛准备工作,晋南、榆次、长治、雁北等专区及太原、临汾等七十余个市、县都先后召开了防汛会议,建立了防汛机构,布置了防汛夏浇任务。今年计划兴修的重点防洪工程百分之九十以上均按期完成,这对防止水害,保障工农业生产将起一定的作用。但从全省总的情况来看,防汛准备工作仍存在着许多问题,部分地区仍未引起重视,麻痹侥倖思想还十分严重,如认为「天旱河干,不会有水灾」,「抗旱紧张,防汛还不到时候」,因而防汛机构有的尚未建立,有的虽已建立但流于形式。有的认为今年做了些重点工程,就万事大吉,险工地区及去年被冲毁的堤坝虽然做了检查,但也极不彻底,好多渠堤隐患尚未发现修补,防汛器材和基层组织尚未准备与建立。其次从各地报送的防汛计划检查,有些专、县对中央及省的防汛会议精神还未认真贯彻下去,以致有的计划与实际脱节,有的缺乏具体措施,个别在政策上规定的还有偏差,如大仁县在计划中规定抢险救灾还得由灾民出报酬。
