苏新宇在《毛泽东思想研究》2010年第6期撰文认为,毛泽东曾在许多场合多次强调民主的上层建筑性质。第一,指出民主是为经济基础服务的政治上层建筑。毛泽东首先是从政治为经济服务的意义上来理解民主上层建筑性质的。他认为,社会主义民主作为社会主义性质的上层建筑,必然为巩固和发展社会主义经济基础服务,离开了社会主义革命和建设的实践,就不会有真正意义上的人民民主。第二,强调民主作为上层建筑首先指的是国家制度。毛泽东所说的民主的政治上层
