2006年年初,国家发展和改革委员会制定了可再生能源发电价格的试行办法,其中,风电上网电价实行政府指导价,电价标准由国务院价格主管部门按照招标形成的价格确定。这预示着今后在我国开发建设风电场将全部采取特许权形式来完成,即能源主管部门通过公开招标方式确定上网电价,由上网电价最低者中标,此办法在实施过程中可能会有一定的难度。
In early 2006, the National Development and Reform Commission formulated a pilot scheme for the price of renewable energy power generation. Among them, the government-guiding price of wind power feed-in tariffs was implemented and the price standards were determined by the price department under the State Council in accordance with the price formed by the bid invitation. This indicates that in the future the development and construction of wind farms in our country will be completed in the form of concessions. That is, the competent department of energy shall determine the on-grid electricity price through open bidding and win the bid from the lowest on-grid electricity price. This method may have some difficulties in its implementation .
