工程咨询通常指对建设项目的业主提供工程设计和监理服务的经济活动，属于服务贸易范畴。我国已于１９９６年加入国际咨询工程师联合会（ Ｆ Ｉ Ｄ Ｉ Ｃ） ， 现有工程咨询企业１１０００ 家，专业人员５４ 万之众。但我国１９９７ 年国际工程咨询年合同额不到全球的１ ％ 。与此同时，全球最大的２００家国际工程咨询公司中有四分之三以上早在１９９６ 年就开始逐鹿神州。本文作者的研究表明， 我国工程咨询业国际竞争乏力不是工程技术的落后， 而是我国工程咨询的一些重要的基本概念和运作同国际惯例存在严重的不兼容性
Engineering consultation usually refers to the construction project owners to provide engineering design and supervision services, economic activities, belong to the scope of trade in services. China joined the International Federation of Consulting Engineers (FIDIC) in 1996, and currently has 11,000 engineering consulting firms and 540,000 professionals. However, in 1997, the contract amount of the International Engineering Consulting Year was less than 1% of the world’s total. In the meantime, more than three-quarters of the world’s top 200 international engineering consulting firms started their debut in 1996 as early as 1996. The author’s research shows that the weak international competitiveness of China’s engineering consulting industry is not the backwardness of engineering technology but rather the important basic concepts and operation of engineering consultation in our country. There are serious incompatibilities with the international practice
