本文论述了西南地区的特点，地质构造复杂，广泛分布的陡坡山地生态系统，环境恶化加剧，环境类型多样，生态系统脆弱。西南是我国潜在的最大资源和能源基地，生物资源、水能资源和矿产资源区位优势突出。多民族聚居，社会发展缓慢。开发西南的大环境正在形成，首先有国家的宏观支持，并采取了一系列政策措施支持中西部地区发展；中国科学院在“西南战役”中已作了一些工作，可望能做出特殊的贡献；各级地方政府为促使本地经济发展、社会稳定、人民生活富裕，需要积极开发利用本地自然资源；《中国21世纪议程》可持续发展战略的实施，极大地推动了西南地区自然资源的开发利用。中国科学院成都分院系统的成都山地所、成都生物所等单位几十年来立足四川面向西南对其山地开发及生态环境建设、生物资源的开发利用，开展了大量的研究工作，取得了突出的成就，为开发西南自然资源打下良好的基础。主要开发领域包括珍稀动植物的保护与利用，微生物资源优势及其基因资源的研究开发，栽培植物新技术及常规技术育种与应用，山区开发、山地生态系统工程、山区农业区划、天然气开发及农副产品深度加工利用等可以充分发挥其作用。成都分院作好组织协调工作应充分发挥其职能作用。开发西南自然资源是成都分院的重要选?
