With the deepening of globalization, the economic development of economies in various countries has influenced each other and become interdependent, and has become a whole of cooperation.China and the United States are both world powers, and the two are each other's second largest trading partners. With the development of economic globalization,Sino-US economic and trade relations are also deepening, bringing the lives of Chinese and American people closer together.
In international trade,as countries have comparative advantages, such as the different industrial structure, trade imbalances become the norm in countries' external. The issue of trade disputes has also become increasingly prominent. From the perspective of economic globalization, the study of the reasons for the Sino-US trade war is of great significance to the stability of the world economic situation.
Ⅰ.Introduction
Sino-US relations, particularly the reform and opening up,bilateral trade volume has increased steadily, from $ 2.45 billion in 1979,expanded to 578.5 billion U.S.dollars in 2016 (Ke J.F.,& Yu L.x.,2017).Meanwhile,the two countries have been in the trade account deficit,Sino-US trade surplus and its scale of sustained growth with steady increase in trade volume from 1978-2017.
According to Xinhua News Agency,at the early morning of March 23,Beijing time (at noon on the 22nd,US local time),US President Trump signed the president’s memorandum, which will impose large-scale tariffs on imports from China and limit Chinese companies’ investment in the United States.Mergers and acquisitions.Trump told the media before the signing of the White House that the scale of Chinese commodities involved in taxation could reach 60 billion U.S.dollars.
Ⅱ.Cause Analysis
1.Direct causes: Sino-US trade imbalance serious
The Sino-U.S.trade pattern is currently China's goods trade surplus and service trade deficit, which reflects the comparative advantages of China and the United States.According to China’s statistics,China’s trade surplus with the United States in 2017 was US$ 275.8 billion, accounting for 65.3% of China’s merchandise trade surplus; according to US statistics, the US’s trade deficit withChina in the year of 2017 was US$375.2 billion, accounting for 46.3% of the US trade deficit in goods, higher than the sum of the eight countries ranked second to ninth (44%). In 2017,the total U.S.export to China was about 130 billion U.S.dollars,the U.S.total import to China was about 505 billion U.S.dollars,and the trade deficit was 375 billion U.S.dollars,accounting for 46.3% of the U.S.trade deficit, which was higher than the second largest (Xu B.W.,& Liu Z.S.,2018).The sum of the ninth of the eight countries. Some US research institutions have found that if the United States liberalizes its export control to China, the trade deficit with China can be reduced by about 35%.
2.Indirect causes: Chinese challenge to the hegemony of the US system
As the world’shegemon, the US’s hegemonic position is supported by five aspects: strong military hegemony, dollar global settlement currency hegemony, monopoly hegemony of core technology, and Wall Street’s global capital market rule hegemony.
1) The economic globalization and long-term growth impetus are insufficient.
According to Dai X.,Zhang E.,& Wang Y.(2018),under the big environment, various economic and social contradictions in the United States tend to intensify. For example, since the beginning of the new century, real wage growth in the United States has fluctuated but the growth rate has been very small. The continuous increase in income Gini coefficient indicates that the gap between the rich and the poor has widened, and ethnic estrangement and conflict have become more sensitive political issues. The Northeast,Midwest and parts of the Great Lakes have become sensitive political issues. The deep adjustment of the economic structure caused the so-called "rust zone" problem and so on.
2) China's active participation in global governance makes the United States feel aggressive.
In response to the challenges faced by the post-war globalization model and the current "capacity deficit" in the global governance system,China has worked hard with the emerging countries and the international community. It appears to the United States that it is a real challenge to its "central position." In addition, the phenomenal growth of China’s trade surplus with the United States and the development and catching-up modes demonstrated by China’s institutional transition stage further led the United States to question the traditional judgment of being able to benefit from China’s “growth” from the standpoint of mercantilist policies.
3) China's economy surpasses expected catching-up,quickly changing the pattern of comparative economic power between China and the United States. In the early years of the 21st century,it was generally believed that China’s GDP will reach US$4 trillion by 2020,and GDP per capita will reach US$3,000.However,in 2008 China reached the above-mentioned targets. In recent years, these two indicators have exceeded US$10 trillion and US$8,000 respectively. After China's economic aggregate surpassed Japan as the second-largest economy in 2010,it began to catch up with the US economy in recent years and surpassed the United States in some important macro indicators.
III.Conclusion
Under the background of economic globalization, both the focus on China’s unilateral protectionist economic and trade policies, and the adjustment of the overall US strategy toward China in a tough direction will have turbulent effects on the world economic situation. The truth is that trade wars are bad,and almost everyone ends up losing economically. If anyone “wins,” it will be nations that gain geopolitical influence because America is squandering its own reputation.
The United States ignores the fact that China has strengthened the protection of intellectual property rights, ignoring the rules of the WTO,ignoring the voices of the broad masses of the industry, and persisting in its own way. This is typical of unilateralism and trade protectionism. This move by the United States is not conducive to China's interests,it is not conducive to the interests of the United States, and it is not conducive to global interests. It has set a very bad precedent.
For the prosperity of the global economy, the correct policy should be to respond to the general role of opening up the market economy and safeguard the overall situation of economic globalization, and to respond appropriately by making full use of government regulatory functions and strengthening international cooperation, such as creating a more attractive investment environment, actively expanding imports, strengthening intellectual property protection, reducing import tariffs, and strengthening cooperation between state-owned enterprises and foreign companies.
Actively responding to and resolving Sino-US trade war will have a huge positive impact on the global economic situation.
