0前言中国目前是世界上拆船大国之一,伴随着中国经济和技术的发展,世界经济的波动以及国家对于拆船行业税收等政策的变化,中国拆船业几经起伏。目前,中国大陆地区可以统计的船舶拆解能力已经达到350多万轻吨,而根据中国大陆籍船舶拆解数量的估计,一些难以统计的非法拆船厂的拆解能力也非常大。~([1])每年
0 Foreword China is currently one of the major ship recycling countries in the world. Along with the development of China’s economy and technology, the volatility of the world economy and the state’s policy changes on taxation in the ship recycling industry, China’s ship recycling industry has experienced several ups and downs. At present, the statistics on ship dismantling capacity in mainland China have reached over 3.5 million light-tonnage. According to the estimation of the amount of ship dismantling in Mainland China, the disassembly capacity of some unscientific illegal ship-breaking plants is also very large. ~ ([1]) every year
