全面贯彻落实《若干意见》,最突出、最紧迫的是要解决政工队伍不稳的问题。解决这一问题,首先要搞清楚影响政工队伍不稳的种种因素。从调查看,大致有以下几个方面: 第一,机制不定。在建立现代企业制度过程中,要不要设政工机构、要多大的政工队伍,始终是一个不确定的问题。尽管“加强和改进”的话一直在讲,文件中也逐步在规定、在明确,但在实践上,每当企业改革向前推进一步,每当企业转机建制的关键时刻,总是有一股风冒出来,矛头所向,就是砍并政工机构,裁减政工人员。给人的印象是,非此就不是深化改革,非此就不是建立现代企业制度。在这种情况下,一些政工干部心理失衡,产生“失落感”,想“改行”、想“跳槽”,是不可避免的现象。
