定额是社会发展到一定程度的必然产物,它源于人们对实践的理性认识的总结,又被人们用于对实践过程的指导。因为水电工程具有生产周期长、投资大、产品价值单一等特点,所以,水电工程定额包含的内容较多。从某种角度讲,水电工程定额是施工技术规程规范要求的价值体现,也是施工组织设计参数的量化反映。水电工程定额指标的准确与否,关键在于对实际施工效率信息的掌握程度。也就是,有关人员对施工过程中人工、材料、机械的消耗指标的掌握程度,这些指标必须通过科学的测定手段取得。
Quota is a necessary product of social development to some extent. It comes from the conclusion of people’s rational understanding of practice and is used by people to guide the practice process. Because hydropower projects have the characteristics of long production cycle, large investment, single product value, etc., there is more content in the hydropower project quota. In a certain sense, the quota of hydropower projects is a reflection of the value required by the norms of construction technical regulations and also a quantitative reflection of the design parameters of construction organizations. The key to accurate or not the hydropower project quota index lies in the mastery of the actual construction efficiency information. That is, the relevant personnel on the construction process of artificial, material, mechanical consumption indicators grasp, these indicators must be obtained through scientific measurement.
