档案所具有的文化价值是由档案的本质属性决定的。档案是人类社会活动的产物,档案的产生和形成的领域就是人类社会生活领域。一切文化都是人类认识和改造自然、社会的实践经验的总结和物质形态的凝聚,因此档案也是一种文化,叫做档案文化。档案是有价值的,档案文化有价值也是毋庸置疑的。正如国家档案局长杨冬权所说:‘档案是文化的一部分,而且是重要的一部分,相当于“根”或“核”的那一部分’。那么如何看待并利用档案文化价值呢。
The cultural value that a file has is determined by the nature of the file. Archives are the product of human social activities. The area where the archives are generated and formed is the field of human social life. All cultures are the summation of mankind’s understanding and transformation of nature and society’s practical experience and the cohesion of material forms. Therefore, archives are also a kind of culture called archival culture. File is valuable, the value of the file culture is beyond doubt. As Yang Dongquan, director of the State Archives Bureau, put it: ’Archives are part of the culture and an important part of it, and correspond to the part of’ root ’or’ nuclear ’. How to treat and utilize the cultural value of archives?
