一、安全系统工型安全问题,随着生产力的不断提高而日益突出,已经构成了现代社会大生产的一个要素。工业不断发展,职业病、噪声、污染等日益严重,造成的公害涉及到社会的各个方面。而最近三十年来,工业规模向大型化、连续化、自动化发展,运输工具高速化,特别是航空、宇航、原子能、电站、石油化工、冶金等联合企业,一旦发生事故,便会造成严重的经济问题和社会问题。美国由于各种事故、导致每年有11.7万人丧失生命,因工致伤的在1150万人以上,直接工作时间损失1.2亿个工作人日,间接损失达2亿个工作人日。每年经济损失超过370亿美元。我国铁路每年行车事故为20000件左右,毁坏各种车辆3000多辆,中断正线行车2000多小时,铁路平交道口,每年发生事故在2000件以上,每年死亡人数达7000～8000人,直接和间接经济损失约1亿元。
