随着治安形势和犯罪特点的变化,尤其是经济的发展,带来了人财物的大流动,城乡一体。流窜作案增多,毒品犯罪猖狂等,使我省的警犬处于一个如何改革和发展的十字路口之中。为此,在厅、局、处领导的重视和大力支持,我们组织了四人考察小组,由林罗坚副处长带队,于1996年12月19日至22日,考察了具有一套比较科学和完整体系的香港警方警犬业务,现将考察的情况报告如下:
