General Secretary Jiang Zemin’s “1 July” speech focused on implementing the thinking of the “three represents” and answering in a concentrated manner the question of “what kind of party to be built and how to build the party” and is a great program for party building in the new century. This programmatic document enriches and develops the theory of party building in Marxism from 10 aspects.
