Since the reform and opening up of our party, we have taken a series of measures to solve the major problems that party members and cadres, especially leading cadres, have in party spirit and party conduct. They have conducted many beneficial explorations, made important progress and achievements, and accumulated a great deal of experience. However, how to solve the problem that a considerable part of the leading cadres’ ideological and political qualities are incompatible with the important tasks shouldered by the party under the new situation remains an important topic that requires the entire party to continue exploring.
