In 2014, Shanghai Economic and Trade Commission undertook the IPR Promotion Program of the Ministry of Industry and Information Technology (MIIT) and the Research on IP Synergy Coping Mechanism and Capacity Building in Industrial Base (SIP). Shanghai Municipal Commission of Science and Technology Commission Shanghai High-tech Industrialization Promotion Center and China Shipbuilding Industry and Technology Institute of Economic Research to implement the project, the two units to play their respective advantages, focusing on integrated circuits and marine industrial park research and achieved some success.
