随着岗位培训工作的深入发展,考核、发证作为岗位培训制度化的一项重要内容,日益受到重视。目前,各地、各部门在岗位培训考核、发证工作的实践中,取得了一些实际有效的经验,为建立岗位培训考核、发证制度提供了基本思路。一、岗位培训考核、发证的现状 (一)考核机构的设置情况 1.考核机构的组成。目前,一般是由主管人事、教育的领导任负责人,人事、教育、组织、业务主管等职能部门的负责人为成员。 2.考核机构的名称。从目前各地、各部门建立的考核机构来看,大致有四种:(1)考评委员会;(2)岗位培训考核领导小组;(3)岗位培训考核委员会;(4)工人技术考核委员会。 3.考核机构的建立情况。国家教育委员会等五部门在《关于开展岗位培训若干问题的意见》中提出“要按行业分级建立、健全考核机构”。
