在民族文化旅游资源开发中,虽有不同的开发模式,但其出现的问题多为利益分配问题。而民族文化旅游资源产权不清晰,导致利益分配问题复杂化,由产权引发的利益纠纷成为突出问题。解决路径是:通过法律、政策明晰产权,赋予传统文化事实上的传承者、拥有者具有开发利用传统文化的事先知情权、同意权;协调旅游开发企业与当地居民的利益分配;培育内源性增长动力和共同富裕机制,减少社会摩擦;制度约束政府基层管理部门,构建旅游资源开发和经营的互信机制。
In the development of national cultural tourism resources, although there are different development modes, the problems that arise are mostly the distribution of benefits. However, the unclear ownership of the national cultural tourism resources leads to the complicated distribution of interests and the dispute of interest caused by property rights has become a prominent problem. The solution is to clarify property rights through laws and policies and give de facto succession to traditional culture. Owners have the right to know and consent to the development and utilization of traditional culture. Coordination of the distribution of benefits between tourism development enterprises and local residents. Cultivation of endogenous Growth momentum and common prosperity mechanism to reduce social friction; the system constrains government grass-roots management departments to build a mutual trust mechanism for the development and operation of tourism resources.
