卫生监督执法机构是我国卫生监督体制改革的新生事物,工作运转一段时间以来,出现了一些急待解决的问题。通过全国多数省市对所出现问题的解决办法与经验的分析,本文主要从卫生监督所工作人员工资及奖金的来源、卫生监督员的业务素质、卫生监督所与卫生行政部门关系的处理、卫生监督所与检验机构关系处理、人事制度改革、良好卫生监督形象的树立等几个方面进行探讨,以期对卫生监督执行机构的管理有所帮助。
Health supervision and law enforcement agencies are new things in the reform of China’s health supervision system. Since the work has been running for some time, there have been some urgent problems to be resolved. Through the analysis of the solutions and experiences of the problems that have occurred in most provinces and cities across the country, this paper mainly deals with the sources of wages and bonuses for health workers, the quality of health supervisors, the relationship between health supervision agencies and the health administrative department, and hygiene. The relationship between the supervision agency and the inspection agency, the reform of the personnel system, and the establishment of a good health surveillance image are discussed in order to help the management of the health monitoring agency.
