依法履行监督权,是人大常委会的一项重要职责。胡锦涛同志在首都各界纪念人民代表大会成立50周年大会的讲话中,对如何继续坚持好人民代表大会制度,对如何进一步做好人大工作,特别是履行好法律赋予人大的监督权,作出了重要指示。而吉林省当前又处于实施振兴老工业基地、二次创业的起步阶段,由于体制转换、结构调整等因素的影响,必然会引发诸多深层次的社会矛盾。而要保证社会的稳定,促进经济的稳步、快速发展,必须依靠强有力的法律支撑。在这一形势下,我们各级人大的任务更重了、更艰巨了。下面,仅就当前如何根据吉林省的新情况,如何创新工作思路,进一步做好地方立法、增强监督实效,以促进振兴吉林老工业基地战略的实施谈点不成熟的想法。

The following is just an immature idea of how to revitalize the strategy of revitalizing the old industrial base in Jilin Province based on the current situation in Jilin Province, how to innovate the work train of thought, to further improve local legislation and enhance the effectiveness of supervision.
