ＢＯＴ是一种私人资本参与一国基础设施建设的新型投资方式。我国基础设施 落后和建设资金短缺的矛盾十分突出，采用ＢＯＴ投资方式将会有效缓和这一矛 盾，加快基础设施建设的步伐，促进国民经济稳定增长。ＢＯＴ投资方式涉及众 多的法律主体，法律关系比较复杂，而在其实际运作过程中又会产生许多法律问 题。对ＢＯＴ相关法律问题进行研究，将会促进ＢＯＴ投资方式在我国的推广和 应用，从而有助于引进外国资本参与我国的基础设施建设。
BOT is a new investment way for private capital to participate in infrastructure construction in a country. The contradiction between the backward infrastructure and the shortage of funds for construction in our country is very conspicuous. Using the BOT investment mode will effectively ease this contradiction, speed up the pace of infrastructure construction and promote the steady growth of the national economy. BOT investment involves a large number of legal subjects, the legal relationship is more complicated, and in the actual operation of the process will have a lot of legal issues. Studying the legal issues related to BOT will promote the popularization and application of BOT investment in our country and help to attract foreign capital to participate in the infrastructure construction in our country.
