公务员激励机制从性质上分,可以分为正激励和负激励。在我国的公务员激励机制中,负激励用之极少,在实际的公务员管理工作中,普遍先存在只重视正激励而忽视或轻视负激励的现象,公务员“能上不能下”、“重奖轻罚”、“只奖不罚”现象比比皆是。而适度的负激励不仅能使组织更有活力,而且能使公务员们更好地发挥主观能动性。当传统的正激励作用不大时,不妨采用正激励与负激励相结合的方式,强化负激励在公务员激励机制中的作用,建立积极有效的负激励机制以重视培养人才,不断提高公务员队伍的素质。
