为了切实加强公费医疗管理,堵塞漏洞,钟祥县财政局于1991年8月在长寿镇进行了公费医疗费用交卫生部门管理的试点。具体方案是: 1、医院总额包干,统一管理。县财政核定长寿镇享受公费医疗人数,按人年均100元标准,分配给长寿卫生院包干管理。医院成立由业务院长,财务及各科室负责人组戒的公费医疗办公室,具体处理包干范围内公费医疗日常工作。 2、定点就医,适当自费。将享受公费医疗的单位和个人确定定点医院,持公费医疗证到定点医院就医,门诊每次用药不得超过“三天限量,五元限额”(不含自费部分),
