《自治区发展个体私营经济条例》(以下简称《发展条例》)7月1日起施行。当天上午,新疆皇朝集团董事长、总经理许杰接受记者采访时说,他通过学习《发展条例》,感到腰杆子更硬了,今后在市场经济大潮中搏击风浪又多了一艘护卫舰。他的这番话,道出了全疆近40万个体工商户和1.8万私营企业主的共同心声。这次由自治区九届人大常委会第十六次会议6月2日审议通过的《发展条例》,是对6年前自治区八届人大常委会第九次会议通过颁布的《发展条例》的修订。
