农业丰则基础强,农民富则国家盛,农村稳则社会安,“三农”问题始终是党和人民事业发展的全局性、根本性问题。党的十六届五中全会作出了建设“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的社会主义新农村的重大战略部署,实现这一伟大战略,农村稳定是重要前提。实现农村稳定,必须夯实农村基层平安建设基础,牢牢控制农村治安局势,营造和谐安定的社会环境。
