为了加强和规范对承包商的HSE管理,中海石油(中国)有限公司上海分公司根据自身生产经营特点,对承包商的安全生产行为进行研究分析,逐步探索出了一套行之有效的承包商安全管理新思路,从承包商的资质审核、开工前准备、作业过程控制及完工后的绩效考评,全过程对承包商实施HSE管理,严格把好承包商在各个环节的关口,有效减少和避免了承包商安全事故的发生。
