军委颁发的7月1日开始试行的《军队住房制度改革实施方案》中明确指出:“军队可以有条件地出售军产住房”,以加快解决干部住房困难的步伐。如何理解这一改革措施?我认为,军队住房出售应体现军队特点,把军事经济效益放在首位,在实践中要解决好以下方面的问题。一要注意营区内与营区外有别。营区内住房一般位于与部队办公区同一座落或临近的营区,有的与办公区紧密连接,有的与办公区相互交错。这些住房结构上与其他住房并无差别,但所处的位置直接影响军事办公
