2013年1月16日,环保部发布《轻型汽车污染物排放限值及测量方法(中国第五阶段)》第二次征求意见稿。该意见稿排放水平相当于欧Ⅴ标准,与现行的轻型汽车第四阶段污染物排放标准相比,增加了颗粒物粒子数量控制项目,将促使汽车采用更有效的排放控制技术,降低颗粒物尤其是细颗粒物(PM2.5)排放量,并加严了污染物排放限值,其中轻型汽车单车将在现有基础上进一步减排氮氧化物
