最近,关于山西省长治市原市委书记(现已离职)吕日周的报道,在舆论界可谓波澜不减。勿庸置疑,吕日周是一个挑战中国官场“潜规则”和官僚主义积弊的“另类”。问题是,为什么改革开放了几十年,吕日周这样一个在本质意义上并没有超出海瑞、包青天的人物,竟然还引起这么大的“争议”和社会反响呢?笔者认为,这说明两点:1、中国社会的发展有它内在的逻辑和惯性,其内在的机制还没有根本性的改变;2、中国官场“潜规则”和官僚主义积弊仍然是危害我国长远发展的一个病灶,已经到不能忽视、不能不有所改变的时候了。

I believe that this shows Two points: 1. The development of Chinese society has its inherent logic and inertia. Its internal mechanism has not fundamentally changed yet. 2. The officialdom in China, the unspoken rules and the bureaucratic long-standing detriments are still the ones that endanger the long-term development of our country. The lesion has reached a point where it can not be ignored and can not be changed.
